Terraforming is the process of making a planet habitable for a specific form of biosphere. While all 'natural' complex life in the Galaxy is carbon-based, using water as a solvent and thrives in an oxygen atmosphere, the Renlai and Soronen civilizations experimented with other biospheres, some of which still remain today.

For the most part, terraforming by the Three Empires is rather limited in scope, and no project quite matches humanity's efforts on Venus. Projects similar to Mars and the Jovian moons are somewhat rare, which benefitted from massive atmospheric generation and hydration projects. Such wholescale generation of biospheres is not looked well upon by the theocratic elite, technically difficult and generally unnecessary. There are billions of suitable worlds in the Galaxy, and they are not yet full.

Most of the time, 'cosmetic' changes are made, often to fully developed worlds that require environmental recouperation and rudimentary weather control.
