Of all the major powers in existence, the Legion is perhaps the least united. There is a hierarchy of power, typically with awakened fallen at the top and moving down from there, but for the most part, it's just 'everything from the Hell Rein'. Pumped into the Universe through the hellnachts, the dreadskearns and occasionally a leak from the Hellskearn itself, not even they are entirely certain about their numbers.
